Define Responsibility Early

We establish clear ownership over every work element at project initiation — before procurement, before mobilization. Ambiguity in responsibility is the most common source of schedule delay and cost overrun in public infrastructure.

Source Before You Need It

Long-lead items in traffic and ITS projects — controllers, cabinets, detection equipment, fiber — require procurement decisions well before installation. DOTAVA builds sourcing timelines into the project schedule from day one.

Field Coordination is the Work

Plans and schedules are tools. The real work is day-to-day coordination between crews, inspectors, utilities, and agency staff. We maintain active field oversight and document decisions as they happen.

Close Out is Not an Afterthought

Projects are not complete at substantial completion. Warranty packages, as-builts, final inspections, and agency training must be planned from the start — not assembled under deadline pressure at the end.
